Important buildings of the British era, including churches and cemeteries, along with natural features have been included in the plan to preserve the heritage of the famous hill resort of Dalhousie in the Chamba district.

The circular Mall Road along with the GPO, Gandhi Chowk and the Sadar Bazar will be part of the heritage zone which also includes green municipal forest areas.

The elegant St Francis Church which was the first to be constructed after the British set up the town in 1860 tops the list of heritage structures. The Sacred Heart School Building which came up in 1902 and tourist spots like Subhash Bowli and memorial of Ajit Singh have also been included in the heritage plan.

The heritage plan will be integrated with development plan for the town currently in force after disposing of the objections, if any, by local people to the plan.

Himachal to sign MoU with 3 universities

The state government’s move to sign a memorandum of understanding (MoU) with the three universities to expedite the process of fiscal reforms is likely to meet stiff resistance from students and employees.

The fund-starved universities have been asked to sign the document to avail enhanced grant. Further, there will be no annual increase in the grant for the next three years. The functioning of the institutions, including the implementation of the MoU, will be reviewed after three years for the revision of grant.

Reeling under constant pressure from students and employees bodies, the university authorities have, in the past, failed to take any such steps. The Students Federation of India has already threatened to start a state-wide agitation to force the authorities to drop the move to sign the MoU.

Areas of Himachal isolated due to heavy snowfall

The Kinnaur district and Spiti valley of Himachal Pradesh remained isolated from the rest of the state for the sixth day today due to heavy snowfall and landslides. Work to re-establish power supply to Kinnaur and Spiti, and to clear the National Highway (Hindustan-Tibet road) has been hindered due to the heavy snowfall.

The Kirtpur-Manali National Highway, which was open upto Manali on Friday, has been opened upto Palching and efforts are being made to open the road upto Solang Nallah.

Some of the power houses in the region were also damaged due to heavy landslides in the region. Experts from Delhi have been called to review the loss and to carry out the power generation again.

More Sugar mills- Boom for sugarcane farmers

More than a decade after farmers in Himachal Pradesh’s Una district abandoned growing sugarcane for want of an assured market and accountable processing, the prospect of two new sugar mills is forcing a relook at sugarcane.

With one mill cleared early last year but yet to take off, the government sanctioned a second mill in December. The cost analysis, as determined by experts, indicates that farmers can get returns of Rs 30,000-40,000 per acre; for hybrid varieties, this could go up to Rs 50,000/acre.

Both mills are looking at integrated projects, including production of ethanol, IMFL and bio-compost and, as such, could throw up plenty of job opportunities for locals.

New Transfer Policy announced

Irrigation and Public Health Minister, Kaul Singh Thakur, who is also Chairman of New Transfer Policy Committee said that new Transfer Policy has almost been formulated which would be sent for Cabinet for discussion and its approval.

Thakur said that there was need for framing of New Transfer Policy as the present policy being implemented from the last two and a half decade has been become obsolete and old.

He said that the draft of the New Transfer Policy had been prepared after intensive discussions in the meetings with Heads of the Departments, Secretaries and NGOs Federation.

The policy would be uniform to all the employees and also thanked the Presidents and General Secretaries of various Associations for giving their suggestions. The period of General Transfer under the policy has been envisaged from 10th April to 20th May every year.

49 lakh to Salig-Jather water supply scheme, CM

Special Economic Zone has been envisioned for district Kangra where in quality industrial expansion activities would be carried out and employment avenues created to the local people.

Chief Minister, Virbhadra Singh dedicated the Salig-Jather water supply scheme completed at a cost of Rs. 48.70 lakh and augmented water supply scheme Fatehpur competed at a cost of Rs. 34 lakh to the people of the areas.

He also said, road connectivity and safe drinking water would be ensured to all the villages for which an elaborated scheme had been formulated and Rs. 700 crore would be spent on both the programmes.

Later, Chief Minister, dedicated Manjih Khad bridge on Yol-Dadh-Palampur road completed at a cost of Rs. 70.05 lakh, Ghurlu Nallah bridge constructed at a cost of Rs. 34 lakh to the people of the area.

HP committed to promote tea industry

State Government is committed to revival, promotion and preservation of the tea industry and best efforts were being made to produce quality tea, obtain Central Government and external aided projects to give boost to tea gardening.

Virbhadra Singh, Chief Minister of HP said that the tea industry needed to be maintained and managed professionally and latest marketing strategies should be worked out to attract more consumer markets globally.

He also said that the Tea Board of India had granted a project which ended in December, 05 to develop 80 to 100 hectares of area for tea plantations and induce quality awareness during the period of 2000-2005 and the project had encouraged the tea planters in the district.

Season Ist Assembly in Dharamshala

For the first time in the history of Himachal politics, the winter session of the State Assembly will be held outside the state capital Shimla from December 26 to December 29.

Meanwhile, local Bharatiya Janata Party leader, Sunil Manocha has accused the Virbhadra Singh's Government of indulging in lavish expenditure for the session. He said that it would have been better if the money had been used for the welfare and development of Kangra district.

This year's session is being held at Dharamshala in the state's Kangra District. The session is being held at Prayas Bhawan of the Dharamshala Government College and will have four sittings. Moreover, important legislative business will be undertaken during the session.

Ist phase of panchayat elections held peacefully

The first phase of panchayat elections in Himachal went off peacefully on Sunday with some of the areas even expecting results of the panchayat pradhans (presidents). There were direct elections for the panchayat presidents, BDC members and Zila Parishad members in one third panchayats of the State.
The second and third phase of polling in villages will be held on 18th and 20th December and the urban local bodies would go to poll on 24th December.
The State Government had announced this time a grant of Rs. 10 lakh for the Panchayats who would elect their members unopposed. And in the process 304 panchayats in the State have been elected unanimously by the villagers.

Irrigation and Public Health Minister and Law Minister, Kaul Singh Thakur said that today all disputes in Malana village in Kullu District of the state are being settled by the village parliament and no case is filed in the court by the residents. The village is perhaps oldest republic of the world. Kaul Singh was speaking in National Law Ministers and Law Secretaries Conference to discuss proposed Gram Nyalayas Bill in Vigyan Bhawan in Delhi.
He said that court cases pendency has been reduced significantly in the state due to excellent performance of subordinate courts, which are being assessed periodically by State High Court in Shimla.
He also said that Gram Nayayalays will strengthen the grass-root level administrative and judicial units in the country and ensure speedy, cost effective and quality justice to the needy people.

For, this is the time when dressed in traditional attires, Buddhist monks(Lamas) of the monastery participate in its special dance form--Lama dance.
The Lama dance, is a special Buddhist dance performed by monks on ceremonial days. But every year for two weeks it is performed in Khampagar monastery, situated 40 kilometres from Dharamshala. The ancient traditional practice of Lama dance is a part of the Mahakala Puja held recently by the monks of the Drukpa Kagyu School of Tibetan Buddhism.

HP CM lays foundation stone of study centre of HP University at Noida

Himachal Pradesh University Shimla plans to be global by launching its programmes in the other countries and is set to become digital in its offering and interactions. This was disclosed by Virbhadra Singh, Chief Minister while laying the foundation stone of Study Centre of Himachal Pradesh University at Noida near New Delhi today to be constructed at a cost of Rs. four crore.

He said that HP University is the only University in the country which has state wide coverage.He said that through this centre the students of national capital region area will be provided all facilities. He said that this Centre would be constructed on 850 sq. meters and this project will be completed by December, 2006.

Rohtang Pass in Manali

Rohtang pass is situated 51 km from Manali at an altitude of 3978 m (13400 ft), on the highway of Keylong. It is a gateway to Lahaul Valley. There is a beautiful Dashohar lake, left of the pass. It offers immense trekking oppurtunities.
Here one sees the majesty of the mountains at its height and splendour. At the top of the Pass the air seems to glitter against the snow as you look down over herringboned ridges into the Lahaul Valley. The pass is covered with snow for nearly nine months in the whole year.
The pass is open from June to September each year. The pass normally opens for traffic after mid-June and officially closes in November. Regular bus services are available.

Chief Minister of Himachal Pradesh, Virbhadra Singh has said that his Government was not under any pressure not to take action against Additional Director-General of Police Bhupinder Singh Thind if he was found guilty of charges against him.
He also said that a CBI enquiry into the charges against the police officer was going on and the facts were yet to be ascertained. He maintained that the Government had asked for an explanation from the officer after receiving the letter from the CBI.
Mr. Thind had alleged that some people were professionally against him and unnecessarily dragging his name into controversies.

Virbhadra Singh, Chief Minister said that the State Government had decided to continue with the tradition of holding Winter Session of the Himachal Pradesh Vidhan Sabha at Dharamsala beginning from the proposed session scheduled to be held from December 26 to 29, 2005 and had been a well considered plan of his Government.
He revealed that about Rs. 2,000 crore were likely to spent over construction of bridges and roads in the State during coming two years and strengthen the road infrastructure in the State.
He said that all out efforts would be made with the people participation to fight out the divisive forces to uphold the emotional integration of the State.
